About City-County Health District (CCHD) is a local public health unit serving Barnes County since 1978. The public health office is located in Valley City, North Dakota. CCHD is committed to building healthy communities. Public health is based on the idea that everyone should have the chance to be as healthy and safe as possible. Public health workers include many people with different skills, all working together to protect people from getting sick or hurt. At City-County Health District, we provide a variety of services to help our community stay healthy, including: Nursing services to help community members care for their health. Prevention work to help build healthy communities in Barnes County. Restaurant inspections through a contract with Central Valley Health District. While our District primarily serves Barnes County, some of our programs reach our regional partners in south central North Dakota. Through this collaborative effort, we are able to serve our communities. Career Opportunities Public Health Administrator Location: Valley City, ND Organization: City-County Health District Employment Type: Full-Time Reports To: CCHD's Board of Health Position Summary The Public Health Administrator serves as the executive leader of the local public health unit, responsible for overall administration, strategic planning, fiscal oversight, and program implementation. This role ensures delivery of essential public health services, compliance with state and federal regulations, and alignment with community health priorities. Key Responsibilities Leadership & Administration Direct daily operations of the public health unit Implement policies set by the Board of Health in accordance with the North Dakota Century Code Supervise staff, including nurses, administrative personnel, and program coordinators. Foster a collaborative, accountable workplace culture Financial & Grant Management Develop and manage agency budget. Identify funding opportunities aligned with agency and community health priorities. Oversee state and federal grants (e.g., CDC, HRSA, opioid settlement funds) Ensure compliance with funding requirements and reporting obligations Community Health Strategy Lead community health assessments (CHA) and improvement planning (CHIP) Identify and address priority health needs (e.g., substance use, chronic disease, maternal health) Build partnerships with hospitals, schools, law enforcement, and community organizations Regulatory & Compliance Ensure compliance with North Dakota Department of Health and Human Services requirements. Maintain accreditation standards and quality improvement initiatives Oversee public health emergency preparedness and response Board Relations Serve as liaison to the Board of Health. Prepare reports, meeting materials, and recommendations. Support board governance and strategic decision-making. Minimum Qualifications Bachelor’s degree in Public Health, Health Administration, Nursing, or related field (Master’s preferred). 3–5 years of leadership or management experience in healthcare or public health Experience with budgeting, grants, and program management Knowledge of rural health systems preferred Preferred Qualifications Master of Public Health (MPH), MHA, or related graduate degree Experience in a local or state public health agency Familiarity with community-based health initiatives and population health strategies Familiarity with grant writing Core Competencies Leadership and organizational management Financial and grant oversight Strategic planning and community engagement Regulatory knowledge and compliance Strong communication and interpersonal skills Compensation & Benefits Salary range: upon request, depending on experience North Dakota Public Employees Retirement System (NDPERS) Health insurance, paid time off, and holidays Professional development opportunities Working Conditions and Requirements Standard agency hours are Monday through Friday, 8:00 am to 4:30 pm. This role requires evening and weekend hours to meet the needs of the agency and community.
